Minutes: 

Present: Carol Vallencourt, District 1; Carol Studdard, District 2; Charles Van Zant, Jr., District 3; Frank Farrell, District 4; and Lisa Graham, District 5.  Superintendent Ben Wortham was also present.


Public Hearing on the Budget
2. Review the Rolled-Back Rate Calculation and the 2009-10 Millages

Minutes: Dr. George Copeland reviewed the Rolled-Back Rate Calculation, including Required Local Effort, Discretionary, Supplemental (Critical Operating Needs), Local Capital Improvement and Total Millage Levy.  The mill levy for 2009-2010 for the Required Local Effort is less than the rolled back rate (4.74% less), therefore we do not have to advertise the proposed tax increase.  The total millage levy is less than the rolled-back rate by 5.18%.
3. Review the Tentative 2009-10 Budget (All Funds)

4. Public Hearing for Comments on the 2009-10 Budget and Millages

Minutes: 

Janet Keskinen encouraged the Board to vote in favor of the .25 mill levy.

Liz Crane, President CCEA spoke in favor of voting for the .25 mill levy.

Kelly Griffis, President CESPA asked the Board to vote yes for the .25 mill levy.

Mr. Van Zant reminded the audience of the many efforts that have been made to reduce the budget and cut spending district-wide.

13. Superintendent's Comments:

Minutes: Mr. Wortham thanked the School Board members for their responsible action by approving the .25 supplemental discretionary levy for 2009-2010.  He also added that contingent upon the number of districts imposing the additional .25 discretionary mill levy the Base Student Allocation will be reduced to reflect the total dollars needed for compression by the state.

14. Chairman's Request

Minutes: Chairman Van Zant informed the Board members of two Master Board Modules ("Creating Meaningful Change" and "Fight the Good Fight").  Either could serve as the prerequisite for "The Tipping Point" Module.   He requested feedback from the other Board members regarding their preference.
